The 105 annual plan of supervision, management and checking work relating to China Petrochemical Development Co. An-Shun Remediation Site

This project was carried out from March 3, 2016 to May 2, 2018 for a total duration of 26 months, in which, the period between September 2, 2017 and May 2, 2018 was for contract extension. The major tasks completed in this project including the following: 1.Reviewing pollution remediation plan and other associated documents This project assisted the Environmental Protection Bureau (EPB) to review a total of 128 project reports and construction plans submitted by China Petrochemical Development Corporation (CPDC). 2.On-site construction supervision and staffing On-site duty staffs were responsible for various project tasks, such as supervising construction quality, site health and safety, remediation progress and daily logging of all situations and deficiency related to the project. As of the end of May 2, 2018, there were 4 remediation projects behind schedule, which were “Thermal Treatment Plant Operation”, “Wet Treatment Plant Operation”, “Area B of Seawater Storage Pool Contaminant Removal” and “single botany Excavation”, respectively. During the project, on-site duty staffs had issued a total of 10 violation tickets regarding construction quality and site health and safety. In addition,issued a total of 82 site contact lists and daily reminder. All tickets required CPDC to make proper correction within the given time. 3.Site and perimeter control zone management On-site duty staffs had conducted perimeter control zone inspection daily (including weekend) and prepared daily reports. A total of 28 deficiencies, including 6 environmental inspections and 22 fish farms inspections, were noted. 4.Verification sampling during remediation period One flue gas sample from thermal treatment plant was collected monthly. The analyzed results from a total of 7 samples were all below emission standard. As for the performance verification of thermal treatment for contaminated soil, a total of 5 samples were collected to verify the treatment performance. The results were all lower than the soil pollution control standards and 15,077.4 tonnes in volume of treated soil had been verified. Additionally, one off gas sample from wet treatment was collected quarterly. The analyzed results from a total of 2 samples were all below emission standard. As for the performance verification of wet treatment for contaminated soil, a total of 14 samples were collected to verify the treatment performance. The results were all lower than the soil pollution control standards and 15,077.4 tonnes in volume of treated soil had been verified. 5.Environmental quality monitoring during remediation period This project collected one effluent sample each month, for a total of 25 samples. 15 out of the 25 effluent samples results exceeded effluent standards stated in the remediation plan. In addition, 4 groundwater samples were collected every quarter, the results for a total of 32 samples were all lower than the groundwater pollution control standards. Finally, 4 ambient air samples were collected every month. Total suspended particulate (TSP) and fine suspended particles (PM10) results were in compliance with air quality standards. Fine suspended particles (PM2.5) exhibited higher concentration during winter periods but still in close correlation with surrounding ambient air concentration. 6.Groundwater pollution investigation and assessment This project had set up one groundwater standard monitoring well (MW1), the location was near south of pentachloro-phenol plant. The analyzed result of groundwater was no 2,4,5-trichlorophenol and 2,4,6-trichlorophenol, the pentachlorophenol was lower than the groundwater pollution control standards. 7.Emergency response measures and claim petition reactions One Feed soil sample,11 performance verification soil samples, 7 flue gas samples and 7 air samples were collected when the thermal treatment plant was test period. Feed soil was accord the high concentration soil standards (dioxin higher 50,000 ng I-TEQ/kg). As for the performance verification of thermal treatment for contaminated soil, the results were all lower than the soil pollution control standards. One flue gas sample results showed that the carbon monoxide (CO) concentration was detected above the emission standard from first time collected. Finally, air samples of total suspended particulate (TSP) and fine suspended particles (PM10) results were in compliance with air quality standards. Fine suspended particles (PM2.5) exhibited higher concentration were close correlation with surrounding ambient air concentration. One effluent sample collected and analysis from wastewater treatment system, the result was lower than effluent standards. 8.Administrative and other supporting activities This project had assisted EPB updating and maintaining the CPDC An-shun plant website monthly for providing the latest information for the local residents. In addition, build a mobile version page of the continuous monitoring data of thermal treatment plant flue gas for the public. Finally, this project had also assisted in publishing 2 journal articles, attending or calling meetings and/or conferences 126 times.
